Important updated information regarding implementation of UT House Bill 48 for properties in Wildland Urban Interface

Dammeron Valley Fire & Rescue (DVFR) and the Dammeron Valley Fire Special Service District (DVF-SSD) continue to monitor the status of the implementation of UT House Bill 48 – “Wildland Urban Interface Modifications,” which went into effect 1 January 2026.
Additional information has been provided regarding implementation of these updates, and DVFR is sharing this information as a matter of interest to residents along the SR-18 corridor.
Please note that HB48 and the associated requirements and programs are legislated by the State of Utah and implemented through each county. These are not programs or requirements from DVFR or DVF-SSD.
The Utah Division of Forestry, Fire, and State Lands has updated the HB 48 Frequently Asked Questions page on its website. We recommend residents review the information on the FAQ to become familiar with the requirements.
For properties located in the designated “High Risk WUI” areas, an annual fee will be assessed. This fee is not calculated, assessed, or collected by DVFR or DVF-SSD. All of Dammeron Valley is located in the “High Risk WUI” area and all properties in Dammeron Valley will be subject to the fee.
Residents in all areas can view the Utah High Risk WUI Properties map to identify if your property is located in the High Risk WUI area. Areas in blue are considered High Risk.
The 2026 and 2027 fees will be based upon the taxable square footage of structures on a property. Beginning in 2028, the fee will be based upon a triage assessment and the taxable square footage of structures on the property.
For 2026, the fee schedule is:

The State has created a High Risk WUI Lot Assessment Request form to request an assessment for your property. This assessment will be used to determine the property fee beginning in 2028. There is no current date for when the assessments will begin; however, the assessments will be conducted based upon the order of the requests. It is recommended that property owners complete the request now to secure a “place in line” once the assessments begin.
DVFR and DVF-SSD will share additional information regarding the fee and the property assessment process as it becomes available.
